Support for numpy moveaxis

Would anyone like to add support for numpy's moveaxis ?

using NDArray.transpose is quite unconvenient to use instead.

If anybody can write support for at least PyTorch, I am happily doing some performance experiments if it is faster than using NDArray.transpose :)
