Replace download from upload.wikimedia.org in tests

I think we are abusing wikimedia bandwith when constantly downloading the world flags from upload.wikimedia.org. We should probably download them once and include them (maybe compressed) in our source tree inside tests.

Very true, or even make them run only manually on demand, or on a schedule like once per week or month.
