Investigate/Document proposed refactor of lula validate functionality

Describe what should be investigated or refactored

There's been some discussion/agreement that lula validate or more accurately the underlying lula validation libraries should not be coupled to the structure of the component definition OSCAL model. This implies that the pkg functionality will need to be re-factored such that validations can be executed in a separate machinations.

Expected Deliverable

The result of this issue will be a design doc with the proposed refactor of the code + associated issues to tackle the overarching task.

This could possibly become or join a milestone for Q1 '25. Lumped in with this could also be compose documentation/usage - as this is potentially a large picture around tackling tech debt to align the CLI/ lula libraries to expected scenarios.
