Setup CI matrix to support building for multiple targets

We want to support building across multiple targets. E.g old KT 1.6, current 1.7, and even unstable EAPs, to allow us expand the range of support for new releases and also to detect potential issues early

This issue focuses on updating the build pipeline to support such configuration that allows us to make this happen
