Introduce `write_parquet_file` to `ParquetHandler`

### Please describe why this is necessary.

When we want to write Parquet snapshots, we should add this to `ParquetHandler`. This was also suggested here: https://github.com/delta-io/delta-kernel-rs/pull/393#discussion_r1822882488
