This provides a utility method for detecting if a schema contains file actions. While not used widely this seems like a piece of logic that could quickly proliferate across the code base. This is mostly split out from stack/refactor_read_actions](#1407 to make the change smaller, if we don't feel like that change is useful we can ignore this one.
