[Bug] Clarification on blind appends

Describe the problem

I was attempting to implement blind append support in delta-rs (delta-io/delta-rs#3890) based on my reading of the delta-spark source code. However, as @rtyler correctly pointed out, there isn't any mention in the protocol for blind appends / their semantics for conflict resolution. This should be clarified.
