[lsp] deno.documentPreloadLimit not respected at all, still hard-coded to 1000

Version: Deno 2.2.0

The LSP never actually applies the `deno.documentPreloadLimit` config. It seems to be still (accidentally?) hard-coded [here](https://github.com/denoland/deno/blob/b6b5c7d7d99f4f763fad87ee0f253d523ad49fc3/cli/lsp/language_server.rs#L848) to `1000`.
