Remove Nexus API endpoint: POST employee/refresh/[text]/[digit]

The endpoint should be removed after:

• Leaf 3891 - Remove unused empUID argument #2058 Has been put into production for 30 days
• Check access logs to confirm the endpoint has not been used in the past 30 days
