Next Build Reverse Proxy staging to empty

Description

The purpose of this ticket is to update the reverse proxy staging configuration to point to an empty s3 bucket.
This allows us to test our content build failover in production.

Acceptance Criteria

• Reverse proxy staging points to next-build empty bucket
• All test are followed according to the test plan
