[AP] Feature Flags disabled for staging and production

Description

The goal of this ticket is to force the next-build production bucket to be empty by disabling the content types that can be built. By turning off the feature flags, next-build should no longer create static pages for the production bucket.

Acceptance Criteria

• Feature flagging is turned off for Staging and Production
• Confirm that next-build is no longer creating any content types
