Update VA web-component, Formation, and component-library packages

Bringing these up to date.

Notes

1. I think formation might be deprecated and we shouldn't be using that anymore. We need to confirm if the above files are still accurate.
2. I feel like this is something DST handles for vets-website and content build. Should they be handling next-build as well? And if the answer is not right now, when is that something they would do? Because we want to make sure that the next-build pages are always up to date and running the same versions as all the other pages.
