BUG: Template formatting - Nested links inside block quotes do not render correctly

Description

We advertise that a client can use markdown to render a nested link in a block quote. This feature foes not work.

• Ticket is understood, and QA has been contacted (if the ticket has a QA label).
• This work is added to the sprint review slide deck (key win bullet point and demo slide)

Steps to Reproduce

1. Use template_id 86820037-1374-4072-9f9f-e74f235170a1 in the DEV VANotify service to send yourself an email
2. Observe that the received email is not nesting the line that is supposed to be nested.

Workaround

None

Impact/Urgency

High - user facing bug

Expected Behavior

• When I send an email using a template that contains the markdown for a nested line in a blockquote, the received email correctly nests that line.
• No other markdown is affected by my code changes

QA Considerations

• Beat it up. Note that nested lines outside of blockquotes are not advertised as a feature, so do not count.
