Replace Error Messages in SM and Rx features

Epic Status Overview

Problem Statement:

There are error messages in the SM an Rx features that direct users to create MHV Premium accounts. The MHV premium account is no longer in use following the sunset of MHV login on 3/6. The purpose of this epic is to update the error messages to accurately direct users.

Why is this Important?:

• This is important because users are currently being directed to take incorrect steps when they face the error messages. The content of the messages needs to be updates so that users know how to correctly find resolution to errors.
• These incorrect screens instruct these Veterans to "upgrade to Premium." Here are a few of the problems with this content:

1. References MHV "advanced" accounts, which no longer exist.
2. Addresses the wrong audience. The content addresses people who are signed in with MHV accounts. But mobile app requires LOA3 verified accounts to sign in, and all LOA3 MHV accounts would already be "registered" with MHV on the backend. So the people seeing this alert must be signed in with Login.gov, ID.me, or DS Logon accounts.
3. Gives an instruction the person cannot follow. We no longer support any type of "upgrade" process for MHV accounts.
4. Muddles the requirements for using the SM and Rx features with the requirements with the (outdated and moot) requirements for getting a Premium MHV account

Definition of Done:

What set of criteria must be met for this epic to be considered complete?

• Error messaging shows updated message to users and does not direct them to MHV

Success Criteria:

What measurable outcomes will be used to indicate that this epic has successfully delivered value (i.e. - what is the impact)?

• SM and Rx features are updated to show error messaging that does not direct users to register with MHV
