As a Veteran, I want to more easily navigate the list of possible recipients in Secure Messaging.
As part of this story we want to:
- Organize the facilities in the recipient list by health system

this has been implemented (department-of-veterans-affairs/vets-website#33073) on the va.gov side (though it is still behind a flag and not visible to production users) and does not require any API changes. the one thing it does require, however, is access to the vamc-ehr.json data that va.gov uses to create the groupings. guessing there is some connection from VAHB to that data since it is likely what VAHB uses to display the "you might be an Oracle/Cerner patient, you might need to go elsewhere" message. but TBD.
This has been implemented on VA.gov but is not yet in production. Here is the relevant PR. See the screenshots below from mobile web for additional context:

Acceptance Criteria
- Investigate the JSON vamc-ehr.json mentioned above, what do we need to do in order to gain access to this?
- Determine the technical work needed in order to begin this work and list the steps needed for backend and frontend dev
