Specs:

• OS: iOS and Android
• User Account: vagovohtestpatient+supnick
• Accessibility State: Voice Over and Talkback

Steps to Reproduce

1. Navigate to Medical records
2. User screen reader to read link at bottom of Medial records page: "View Medical records on VA.gov"
3. Text read back to user is the same as the text above the link.

Desired behavior

Should read back the actual text of the link.
