Exploration: Add VHIC (Veteran Health Identification Card) to the app

During the BVA (Blinded Veterans Association) presentation on November 28th, Veterans who were present requested that we add the VHIC (Veteran Health Identification Card) to the app.

Reasoning:
Veterans who are blind are sometimes unable to differentiate between physical ID cards, which could make locating and sharing the VHIC card difficult. Adding it to the app would allow them to pull up the card and share it when needed.

@brea11y this may be something we also want to interface with apple wallet and google/samsung wallet, or make this available offline in the event they don't have wifi/cell service. I know this happened a few times while I got my PIV card.

@Sparowhawk – Absolutely agree! We talked about wallet integration and/or offline availability when we were working on Veteran Status and it seemed feasible, but a heavy lift. For some context, blinded veterans can't visually see their health cards and will lose them often. It would be much more accessible to them if we were able to eventually add the card itself to the app so that it could be pulled up when needed. I'd love to be able to expand that into the wallets also! That's the dream!
