Consider Swapping the "What's New" Alert with a Different Component

From Jessica: "Is this alert clarifying background information? If so, should it use a different component? (VADS Guidance)"

As part of the alert box audit, we are identifying alerts that do not align with VADS guidance. It is recommended that we consider alternatives that might be a better fit. Since Jessica has a better understanding of the VADS guidance than I do, I wanted to pass along her thoughts for UX consideration.

If it is determined that the alert component is the best option, this ticket can be closed.
