New Ticket Templates - Call Center Guide / App Store Update

Description:
As VAHB and External Teams engaging with VAHB, I want a ticket template that provides guidance on work needed for the Call Center Guide and App Store updates, so that I can just create a ticket and follow the information on the ticket in order to complete the work when necessary.

ACs:

• Create Call Center Guide Ticket Template
• Create Update App Store Ticket Template
• Notify PMs and post in QA channel

@kellylein @DJUltraTom given your involvement in release coordination the past several months, do you think this ticket still has value? Are the problems we've had with call center or app/play store updates things that would have been better/easier/resolved with new ticket templates? If yes, I will migrate this ticket to Q4 work; if not we can close.
