Multiple empty navigation landmarks in CMS Admin toolbar

Description

In the CMS, the admin toolbar has multiple empty navigation landmarks that are available to a screen reader user. Having something displayed but contain no information is confusing and frustrating for users. These should be removed from the HTML or if that's not possible hidden with display="none".

The admin toolbar is undergoing quite a large redesign. If this fix/change/update is something that is part of the toolbar module and we would need to go back there to fix it, we might want to pause on this depending on effort because of the larger effort

There is current work to update the admin toolbar module. Depending on the level of effort here, it may be beneficial to wait on this ticket until the D.o work is completed.

Still an issue. Last update from the Drupal team was in January for reference if we want to still hold off for the D.o work.
