[Events] Discovery: Multi-Facility + Outreach Events: Breadcrumbs / URL aliases

Description

This is a follow on to #13532 . That previous ticket addressed a single VAMC + Outreach calendar. This ticket must address multiple VAMCs.

Needs definition based on final state of the #13527 epic.

By the time we prioritize this, VAMCs may no longer be the only Events facility type. We may also need to consider Vet Centers, VBA facilities / Regional Offices, or NCA, which will expand scope and stakeholders.

Acceptance criteria

• Breadcrumbs are considered and a plan presented for managing Breadcrumb treatments across Event types and facility types
• URL aliases are considered and a plan presented
• A11y review
• Design review
• CAIA intake request is filed for IA review
