Add Knowledge Base article for Outstations

User Story or Problem Statement

As an Editor, when I reach for the Knowledge Base to identify what I need to know to Add, Edit, or Remove a Vet Center Outstation, I need to find a Knowledgeg Base article that identifies and provides this information.

Description or Added Context

Currently, when searching the CMS Knowledge Base using the term "Outstation", no relevant search results are provided. While it is possible that various existing KB articles have the word in their text, they are not relevant to the need (of the Editor).

Steps for Implementation

• Review previous KB articles covering CAPs or Vet Center (add,edit, remove)
• Be cognizant of the common process "migration of" a CAP to an Outstation, and Outstation to Vet Center

Acceptance Criteria

[ ] Knowledge Base article titled: "How to add, edit, or remove a Vet Center Outstation" exists.
[ ] Editors can be expected to be well-informed on this process (and/or) follow this process to manage Outstations in the CMS.
