Priority depends partly on recommendations from #6147

User Story or Problem Statement

As a content editor for a banner, I should see banner when I look at the node view for a banner, I should see it as defined by https://design.va.gov/components/alertboxes#full-width-alerts

Acceptance Criteria

  • Node view of banner replicates design system for full width banners (information or warning)

Implementation steps

Drupal theming.
