"Leadership" link should not be displayed on left-nav of Staff Profile pages that aren't Leadership

Description

User story: As a user browsing through VA Salt Lake City health care staff profiles, I am confused why non-leadership staff members have a link to "Leadership" displayed on the left-hand side of their profiles. (Originally reported in VAHELP-2469)

Acceptance Criteria

The approach here needs to be validated by the product team:

• Staff profiles should only display the Leadership pseudo-breadcrumb if a staff profile is linked from a VAMC system Leadership page; otherwise, default navigation without the Leadership link should be displayed.
