10-7959a Accordion stays open from one page to the next

In form 10-7959a, on the upload page, there is a component that is "Other helpful information about submitting claims". This accordion remains open when we navigate from one upload page to another that has that same accordion. We would like to close the accordion when the user lands on a new upload page.

Acceptance Criteria:

• When user navigates from one upload page to the next, the accordion is closed upon reaching that page.
• If user opens the accordion on the age and then navigates to ANOTHER upload page, ensure that the accordion is still showing as closed on the new page.
