Research and document view states for `va-pagination` component

Description

The Design System team identified an issue with the va-pagination component showing too many links on small (mobile) screens and zoomed layouts. See attached tickets below for specific examples.

I created a draft PR but on further QA discovered there are situations where the component is still creating too many links. This ticket is being created to cover time researching the unique view states at smaller screen size, and discussing the best way to refactor code.

@caw310 I created a spreadsheet of view states to help me map edge cases and views where the existing layout was breaking. The sheet has been uploaded to Sharepoint. LMK if you need the link.
