VES: Log Validation Errors

As a product manager, I want to log validation errors so that we can track submission issues.

Must be done before starting this related ticket: VES: Validate Required Fields #103453

Acceptance Criteria

• Datadog monitoring is set up to capture validation errors
  • Set up view in DD to see these errors
• Unit tests are created and passing

Once this PR is merged in, I believe we should be able to set up a DD monitors that listens for the specific validation errors that get thrown in the new VesDataValidator relatively easily
