OHI QA finding: text changes

As a user filling out 10-7959c I want the text prompts and other information to be accurate so I know what to expect from the form as I fill it out.

Context

See findings 1 & 2 on this ticket. The link on the confirmation page does not open in a new tab, and the OMB expiration date on the intro page is outdated.

Acceptance Criteria

• (opens in a new tab) link on confirmation page opens in a new tab
• OMB expiration date is updated to match latest form expiration date
• Changes are visible on staging
• @allanto-ah is notified to do QA sign off after implementation
