[FE] 10-10EZR: Change EC to be only one of each in FE

User Story

As a Veteran, I want to be able to update my EC/NoK online so that the VA knows who to contact if something happens to me.

Acceptance Criteria/Definition of Done

• Reference updated EC/NoK designs
• Set Array Builder to max of 1 ECs so we only have one EC for the Veteran to view and update
• Remove Delete Button
• Make sure the EC type defaults to the primary type (I believe for EC it's just called "Emergency Contact")
• Remove any content that references two EC/NoK (Work with UX on this)
• - [ ] Success: We have one EC and one NoK for Veterans to update/delete in STG/RI
