[0781 PS] Validate the old flow still works and produces the old PDF

Since the new 0781 mental health form will be in production and in a canary rollout for sometime, we need to confirm that the existing 0781 PTSD flow continues to work without any new errors.

• Validate adding cases using the old flow (in progress claims only)
