[BE] 10-10CG - BUG: Investigate issue with South Dakota facility not appearing as expected

Benefit to the Veteran

As a Veteran, I want to select my preferred facility, so that I am confident in how the program will process my application.

Background

• An issue was reported that users were unable to select a facility, specifically the South Dakota facility - Fort Meade VA Medical Center - was not appearing in the facility list as expected.
• It was determined that some facilities don't have address objects returned from the API and we were not handling that.

Scope

• Investigate and resolve the issue to ensure all appropriate facilities appear in the facility search results.

Acceptance Criteria/Definition of Done

• Facilities that do not have an address object in the facilities API will still appear as expected in the search results on the CG form.

Environment: Staging

Verified that the bug has been addressed. Using 57741 as the zip code for searching works as expected

Noting here:

• Search with postal code 57741 or 57785 brings the facility up right away
• Search with South Dakota will require some loading of additional facilities to see it
• Search with Marcus, SD or Sturgis, SD will bring up the facility right away
• Search with Fort Meade or Fort Meade, SD brings up locations in Fort Meade, Maryland

Based on this conversation in Slack with the Facilities team, Fort Meade does not register as a proper location within Mapbox, but also there is conflicting information across the internet of the actual "city" this facility is located in.
