[FE] 10-10CG - Improve performance and readability

Background

There is a fair amount of custom components and methods built into the 10-10CG for form pages and functionality. With one of OCTOs key goals in 2025 being to improve overall performance on VA.gov, we should audit our own products to ensure we are as performant as can be.

Task(s)

• Identify components and methods that can be made more performant
• Perform upgrades to identified items and document performance gains
• Perform regression testing to ensure no functionality has been affected by the upgrades

Acceptance Criteria

• Performance increases can be measured and documented for future reporting/demoing
