The <span> element holds no semantic meaning and should not be used as a substitute for the <p> element when writing paragraphs. Using the <p> element will provide line breaks that will make content easier to read.

Acceptance Criteria

• paragraphs are written with <p> whenever possible and semantically appropriate

Steps to Recreate

1. Enter https://staging.va.gov/health-care/covid-19-vaccine/sign-up/introduction in browser
2. Inspect the string "To get started..."
3. Confirm it's a <span> and not a <p>
