FL announcements for up/down arrows

Issue Description

As a Veteran interacting with the Facility Locator map using keyboard and VoiceOver, I want to receive verbal feedback when I use the up/down arrows so I can confirm I am using the appropriate key inputs.

• Add announcement to up/down arrows

Acceptance Criteria

• Veterans interacting with the Facility Locator map using keyboard and VoiceOver hear verbal announcement when they use the up/down arrows

@davidmpickett This is still sort of an issue - but actually the arrow keys aren't working anymore (tested by Josh Kim) so we will probably need to go back and look at why that happened

@davidmpickett after digging into this a bit I was not able to find anything specifically about the keyboard support for arrow but I did find this closed discovery ticket about MapBox accessibility.

It looks like the outcome was unclear but the discovery involved the fact that upgrading to MapBox GL JS would allow for an accessibility plugin that was an improvement. According to this ticket, we didn't upgrade to GL JS but that was 2.5 years ago. So we might want to see if this is still accurate and what version of Mapbox we are on and if it's possible to upgrade

Update 4/9: The arrow keys are working again after the fix from #17409 to remove the <map> element
