Epic User Story

As an authenticated veteran, I want to receive reminder, submission failure or submission confirmation notifications on my application, in order to complete or confirm that I have completed my application, or take action to remedy a failure.

The purpose of this epic is to contain stories related to sending notifications using VANotify from the 10-10EZ form such as , submission failure, submission confirmation and in-progress reminder notifications. This was a recommendation from the Health Care Application research study, as well as a request from Lauren Alexanderson.

@markfallows Here is an epic where we can tie EZ Notifications. Looks like some tickets are here for Reminders and Confirmation already, so we might be able to just pick these up here, use this epic as the Epic Parent, and create separate ones for the diff types of notifications.. Let me know your thoughts.
