Update file uploads to use v3 web component

As a user, I want the file upload experience on the claims form to match the latest designs and interactions so I can have a good upload experience.

Description:
(on hold until the bug in the v3 component is resolved by platform)
Update the v1 upload in claims form to be the v3 component

Acceptance criteria:

• File uploads on the claims form show the v3 design
• Files can be uploaded to the backend

Thread on DSVA slack describing the current bug in the v3 component that is preventing our adoption of it.

Bug report filed with the design system team. bug seems to have cleared up

Existing attempt (Note that we may still be dealing with a bug on this. I have to follow up and see if the V3 file upload component works for our use case)
