CAVE - Training and Testing Data

@anniecal and @BGebken got approvals in place to get data for training and testing the CAVE solution.

1. There will be an initial data transfer from S3 to an S3 within our Arches env and while we are using that data for initial release and testing.
2. Subsequently, we need to integrate with the Claims Evidence API so that we can pull additional document types as the VBA directs and store them in our S3 bucket until directed to deleted them by VBA.

PII is on some of these documents - at no time should it ever leave the Arches env or be sent to va.gov environments for any purpose. Controls will be in place but everyone must be conscious of this restriction and not attempt to bypass them.
