Move guidance for using web components inside Liquid templates to design.va.gov

Description

The guidance for using some of the new components exists in Confluence already. We need to move it to design.va.gov and add some more general information about using Design System web components inside Liquid templates.
It should be added to the "For developers" section of design.va.gov under "Using Web Components".

Once the documentation moves, we need to let the public websites and facilities teams know that it exists. We need to craft an announcement with a link to the documentation and reach out to them in Slack.

• Write up general guidance
• Add general guidance and guidance from Confluence to design.va.gov
• Share documentation with the facilities and public websites teams

Still needed if we still use Liquid templates anywhere. I would argue that - as lengthy as the confluence doc is - it should probably be given its own page rather than being added to the "Using Web Components" page.
