Bug - Upload prompt disappears when a file is deleted

What happened

While reviewing another ticket I noticed this issue. For the File Input - Multiple component, when a user selects an item, then deletes it, the default message "Drag a file here..." disappears. See video:

What I expected to happen

I would expect the text "Drag a file here..." to reappear after the file is deleted

Reproducing

• CSS Library version:
• Device: (e.g. iPhone 8, Macbook) - MacBook Pro
• Browser: (e.g. Firefox, IE 11) -

Steps to reproduce:

1. Visit this link
2. Click on the prompt to upload a file.
3. Upload the file,
4. Then delete the file.
