Update category tags

Deque's planning to tweak its category tags a bit to the following:

• video-caption (1.2.2): text-alternatives > time-and-media
• p-as-heading (1.3.1): semantics > structure
• css-orientation-lock (1.3.4): structure > (new) presentation-and-content
• meta-viewport (1.4.4): sensory-and-visual-cues > (new) presentation-and-content
• bypass (2.4.1): keyboard > structure
• document-title (2.4.2): text-alternatives > structure
• target-size (2.5.8): sensory-and-visual-cues > (new) input-other

This introduces a couple new tags, which would need to be documented too. We haven't explicitly documented this, but new categories seem like it would require a minor update. The earliest we can do this in 4.9.
