Webapp: Migration of validation package `vuelidate `

Currently used 0.7.7. Available 2. Migration possible.

Problem with 0.7.7

• EOL
• not compatible with vue 3
• build with vite just with workaround possible (implemented)

Advantage with 2

• maintained
• supports vue 2 and vue 3

• a lot of work, basically a refactor rather than a simple migration
