document passwords needed for a full QA shift?

Passwords are required for the following operations:

• ssh keys for user, desi and desiproc at perlmutter (+OTPs); planner at KPNO.
• VPN for DESI cluster (+OTP)
• svn up --username invocations run at various stages of QA

It is probably impossible to consolidate or reduce these password requirements, but having the wiki instructions inform the user at the start of what they need throughout the process could save time after day 1 of a week of QA.

For the AP svn up's a key gets unlocked; it's possible that we could use an agent or something there to avoid some password prompts. On NERSC I feel like we often rely on a stored password for svn up. That's not a great option but since much of that already goes on through the desi / desiproc user accounts it doesn't seem crazy to me to move to that model.

No fancy fixes for the passwords yet, but I did add a section listing everything the user will need in the QA instructions on the wiki.
