svnversion won't open

I have tried using the build, but something was wrong with svnversion, I opened it standalone and it says I am missing dll files.
I tried to download them from google but they are not compatible, I don't think the internet ones are correct.

The code execution cannot proceed because intl3_svn.dll was no found. Reinstalling the program may fix this problem.
