docs: Update references to renamed agent-skills repo (#5324)

The devantler-tech/skills repo was renamed to devantler-tech/agent-skills.
Update the stale source reference in skills-lock.json and the github-repo
URL in the synced ways-of-working SKILL.md to point at the new repo name.
