Caching Tiles/Metadata

How would this work with the K8s and AWS bridge. Sean has an implementation already for this. How does dirty data invalidate cache (related but not exactly the same as the work Aimee and Quinlan are doing on titiler-xarray)

Goals:

1. base cache layer
2. then think about invalidation
