publish docs to https://github.com/developmentseed/titiler-cmr

The API docs suggest that we publish the documentation to https://github.com/developmentseed/titiler-cmr but there is nothing there!

I think we just need to add a docs workflow to github actions that uses the existing docs/mkdocs.yml file.
