feature: create product shortlist to map to quick queries for sitewide and pdp chat

Description

We want to let users "merchandise" their quick queries. This accomplishes two things:

1. Ensure that the products and commercial language can become expected behavior for specific queries, helping to more consistently deliver on the promise of conversational AI

2. Make the first touch feel instant
