Add support for redirection features over CIRA in Console

As a Console user managing devices connected over CIRA,
I want redirection features (KVM, SOL and IDER) to work for those devices,
So that I can remotely manage and recover them.

Description

With CIRA support now in place, the next critical use case is enabling redirection capabilities over a CIRA-connected device. This story focuses on ensuring that all core redirection features function correctly when devices are connected to Console via CIRA.

The scope includes validating and enabling the three primary redirection features that are essential for remote management and recovery.

Acceptance Criteria

• KVM works for devices connected to Console over CIRA.
• SOL works for devices connected to Console over CIRA.
• USB-R/IDER works for devices connected to Console over CIRA.
• UI Updates if any
• Standard DoD
