Alarm service delay after add service, delete and delete on completion

Describe the bug
We noticed that the add service, delete and delete on completion slower than expected.
Once a new alarm service is added it took more than 30s to display the alarm. It happens on delete, and delete on completion as well.
Note: the alarm service able to triggered the feature (wake up system) on time.

To Reproduce
Steps to reproduce the behavior:

1. Connect system to console
2. Go to Alarm
3. Set the alarm service
4. Triggered S3/sleep
5. Wait for the alarm
6. Expect the system able to wake up based on the time set in the alarm

Expected behavior
add service, delete and delete on completion should be faster than 30s
Mesh commander immediately perform the above function one it took place.
