Console not able to connect to Serial Over LAN (SOL) on ISM

Describe the bug
SOL not working on console with ISM. Observed blank screen when connect to SOL.

To Reproduce
Steps to reproduce the behavior:

1. Connect to Console
2. Go to SOL
3. Connect to SOL

Expected behavior
It should able to observed the same output as in serial com port

Additional context
It works on:

1. AMT sku
2. Cloud deployment console
3. Meshcommander.
